North Carolina
Signs Lottery Bill into Law
As reported by the North Carolina News & Observer: "North Carolina became the 42st state with a lottery Wednesday when Gov. Mike Easley signed a lottery bill into law.
"At a ceremony with dozens of lawmakers and
educators, Easley said the lottery would not be
a panacea for education but should provide an additional
$500 million annually for schools.
"…Easley said he would lobby the General
Assembly next year for passage of a constitutional
amendment that would prevent the lottery proceeds
from being used for anything but education."
