Council Bans Card Rooms
"After a public hearing
Monday night, the Kenmore City Council took
a long-anticipated vote on whether to ban social
card-game gambling and amend the city zoning
code to either allow or ban such activities.
"The
immediate vote of 5-1 affected just one cardroom,
the 11th Frame, which operates in the Kenmore
Lanes bowling alley.
"But
the implications went beyond the single business
and were the central focus of fall council elections.
"The
city incorporated in 1998 and put a moratorium
on cardroom development. That ban was challenged
in court in 1999 by Len Griesel, a business
owner who wanted to open his own cardroom.
"The
King County Superior Court ruled that the city
either had to allow all applications for cardrooms
or ban them…"
