Casino Plan Returns Before Supreme Court
As reported by the Providence
Journal: "Just as lawmakers concluded debate
on the sale and expansion of Lincoln Park, gambling
will soon return to the spotlight: this time the
proposed Narragansett Indian tribe and Harrah's
Entertainment casino in West Warwick.
"The state Supreme Court will hear
oral arguments at 9:30 a.m. Aug. 15 on the constitutionality
of the latest House casino plan. The court has not
said when it might reach a decision.
"Last year, at the request of Governor Carcieri,
the court advised that the casino proposal at the
time conflicted with the state Constitution's requirement
that any 'lottery' be state-run.
"Lawmakers revamped the bill this year and
again asked the court to weigh in.
"…While the casino operator could choose
what games it wants at the casino, the state still
controls how many of each type are allowed and what
games -- along with the rules and odds -- are acceptable…"
